Start by preheating the oven to 350 degrees and line your cupcake pan with cupcake liners.
Sift the flour, baking soda, salt and cocoa powder in a bowl.
In a separate bowl, cream together sugar and oil. Once that is done, go ahead and add the milk and egg and stir.
Next, you're going to want to add in the white vinegar and mix. Once that is mixed well, you're going to slowly add the dry ingredients into the wet ingredients. This will form the batter. It's then time to put in the gel food coloring. Mix thoroughly to color.
Add the batter to the cupcake liners, about 2/3 full.
Pop in the oven and bake for 20-22 minutes. Once done let your cupcakes cool before decorating.
Making the frosting is simple. Put all the frosting ingredients into a bowl and mix on low. Increase to high speed until combined well.
Put into a piping bag to frost each cupcake. I used a Wilson tip #2 but you can use what you have.
Take the green fondant and shape into clovers. The easiest way to do this is to make 6 spheres and 1/2 inch thick.
Press two of the spheres together, making a point on one end. Do this same process for the other spheres.
Put the hearts together, with one being in the middle and the other two on the side, angled.Press the three fondant hearts together, with one in the center and the other two on the side, slightly angled. Repeat this process for all the cupcakes.
Put a clover on each one of the cupcakes and top with sprinkles. Enjoy!
