That tip is if you’re using steel cut oats, instead of the rolled oats in the recipe. So, yes, if you use steel cut oats to make the oatmeal, you would use 12 cups of water. If you use the rolled oats as stated in the recipe, you would use the 4 & 3/4 cups water, as called for in the recipe.
